The likely reason is straightforward and worth naming. Karnataka has a very large population of families who moved from other states, and Kannada is a compulsory language subject in many schools. A child whose home language is Hindi, Tamil, Telugu or Malayalam can be doing perfectly well in every other subject and be genuinely stuck on Kannada - which is a scoring subject, so the effect on a report card is immediate and out of proportion to the difficulty.

It also affects Kannada-speaking families, differently. A child fluent in spoken Kannada at home can still be shaky at reading the script at speed, spelling reliably, or applying grammar on paper. Learning Kannada as an additional language. Common for families who have moved to Bengaluru from elsewhere. Here the work starts at the script and builds: recognising characters, then the vowel signs that change a consonant's sound, then simple words, then sentences. It is closer to phonics work than to language conversation, and it is a finite job - most children make visible progress within a term because they are starting from a clear baseline.

Kannada as a first language, weak on paper. Here spoken fluency is already there and the gap is entirely written - script speed, spelling, grammar rules applied in an exam answer. Practice is dictation-led rather than conversation-led, because the reverse direction, hearing a word and writing it, is the harder one and the one exams test.

The assessment is where we work out which applies. It usually takes one short reading passage and a few words of dictation to tell them apart.

Bengaluru is unusual among Indian cities for how mixed it is - a single neighbourhood can contain state-board, CBSE, ICSE and international schools, which is a consequence of how much of the city's population moved there for work. The practical implication is that we never assume the board from the address. It gets confirmed at the assessment, because a Class 9 state-board student and a Class 9 CBSE student are not studying the same material.
