The row that costs families most is the second one. Access, and it is worth being specific rather than gesturing at opportunity. Bihar does not have a shortage of hard-working students or ambitious families — by most accounts it has a surplus of both. What it has less of, particularly outside Patna, is teachers who know a specific senior-class subject to examination depth.

That produces a very particular kind of waste: a capable Class 10 student working extremely hard with a generalist who is a chapter ahead of them, or travelling a long way each evening to reach someone better. Both are choices a student in a metro does not have to make, and neither reflects anything about the student.

An online class removes the geography entirely. The teacher is matched on board, class and subject from a national pool, and your child keeps the same one every week — which is what lets someone notice a repeated mistake rather than re-diagnosing from scratch each session. Worth separating from the access problem above, because they are different and both are real in Bihar.

English confidence here is rarely about ability and often about exposure — a student who reasons well, works hard and has simply had few occasions to use English aloud. That is a solvable problem, but only if you treat the right half of it. If she cannot read an unfamiliar English page aloud, the gap is decoding and phonics comes first at any age; it is finite, and it unblocks speaking too, since reading aloud is where most school speaking happens. If she reads adequately and freezes when asked to speak, decoding is fine and she needs talk time instead.

The distinction matters more for a senior student than a young one, because a Class 9 or 10 student who avoids reading aloud gets described as lacking confidence by several teachers at once, and the actual cause goes unexamined for years.
